Preliminary 2009 data now available on the activities of social services of municipalities and joint municipal boards

12.05.2010

SOTKAnet has now made available preliminary 2009 data on the activities of social services of municipalities and joint municipal boards, derived from the statistics produced by Statistics Finland. The final data will be available in December.

Information on preliminary 2009 data: background, reliability and comparability

The number of areas with joint activities in the social services has risen sharply as of the beginning of 2009. There are several possible models for joint activities. In the most comprehensive model, one central municipality or joint municipal board is responsible for the provision of social welfare and health care services to all the municipalities that are party to the contract. Other potential models include ones where one central municipality or joint municipal board is responsible for the provision of all social welfare and health care services excluding day-care, or models in which only specific social welfare and health care services are provided centrally, e.g. health care services only. In some areas, service provision is the responsibility of a limited company established by a municipality or joint municipal board.

Joint activities between municipal social services have given rise to a number of changes in statistics for this sector (services provided by the municipality, services sold by the municipality, services bought from municipalities, services bought from joint municipal boards) between 2008 and 2009. The data on each sector will be specified at a later date when data on activities can be compared with data on costs. Joint activities have no impact on the category ?Total? for activities of municipalities; as before, this category contains only services that a municipality has provided or procured for its own inhabitants.
