Statistics Finland: Statistics on Municipal Finances
Statistics Finland gathers information on municipal finances and activities on a yearly basis. The statistics contain information on municipally-funded services, that is, services that the municipality provides itself to its inhabitants or purchases from other municipalities, municipal federations, the state or private providers. In this context, Statistics on Social Welfare and Health Care Activities have been compiled since 1994 by order of STAKES. A predecessor to these statistics was a report system for social welfare and health care, maintained by the Ministry of Social Affairs and Health until 1993.

The indicator gives the number of assistive devices handed out during the year.
The number of assistive devices handed out during the year. The number of assistive devices (to be used in medical rehabilitation) handed out by the municipality/joint municipal board during the year. The figure includes assistive devices handed out for both long- and short-term use as well as devices signed over to clients. With the recycling of assistive devices, the same device can be handed out several times during a year, whereby it counts as a new transfer each time.

Restrictions
SOTKAnet only includes the data contained in municipalities financial statements. As for the income and expenditure of joint municipal boards, the figures only include payments made by municipalities to joint municipal boards.
In 1997, municipalities and joint municipal boards brought into use a new accounting system. The reform has brought about changes in all income and expenditure items. Every attempt has been made to ensure the comparability of the time series.
Since the beginning of 2006, the municipalities of the Kainuu administrative pilot area (Hyrynsalmi, Kajaani, Kuhmo, Paltamo, Puolanka, Ristijärvi, Sotkamo, Suomussalmi and Vuolijoki) have not provided information for the Statistics on Municipal
Finances and Activities regarding the functions for which the joint municipal board of the Region of Kainuu is responsible. As for the municipal social and health sector, expenditure data is available by municipality only on child day care and pre-primary education.
Municipal contributions to the joint municipal board of the Region are included in the municipalitys general administrative expenses and cannot therefore be broken down by function. In order to be able to incorporate the costs of the municipal social and health sector
in the figures concerning a larger geographical area, these expenditure data of the joint municipal board of the Region of Kainuu have been added by function to the following areas: the whole country, Mainland Finland, the major region of Eastern Finland, the Region of Kainuu,
the hospital district of Kainuu and the Province of Oulu.
