Data content
The indicator gives the percentage of unemployed people aged 15-24 in the labour force aged 18-24. Unemployed young people are jobless people aged 15-24.
An unemployed jobseeker is an individual without employment who is available for full-time employment or who is waiting for an employment relationship to begin. Those laid off are also counted as unemployed. Persons who receive unemployment pensions are not included.
Employed people are those who during the study period worked for salary or profit on at least one day or as an assisting family member for at least one third of the normal working hours in the field or who were temporarily absent from their work place.
The labour force includes all those aged 18-74 who were employed or unemployed during the study period. The number of the employed is not available until about two years after the end of the statistical year, in the employment statistics of Statistics Finland. It is used as divisor in relative unemployment figures.
The original figures used in calculating the percentage are annual averages calculated on the basis of the data for each month of the year in question.
Interpretation
Unemployment is monitored monthly in Finland by means of two separate statistics. Statistics Finland's Labour Force Survey is sample-based, while the Employment Service Statistics of the Ministry of Employment and the Economy are based on data in the client registers of employment and economic development offices. The unemployment figures based on the Labour Force Survey and those given in the Employment Service Statistics differ from each other. This is due to the fact that they use different principles in compiling the statistics with respect to the degree of activity shown in job seeking and the jobseeker's availability for work. The Employment Service Statistics of the Ministry of Employment and the Economy are based on legislation and administrative provisions. Statistics Finland's Labour Force Survey, in turn, follows the recommendations of the International Labour Organisation (ILO) and the practices required by Eurostat, the Statistical Office of the European Communities.
Restrictions
Unemployment is monitored monthly in Finland by means of two separate statistics. Statistics Finland carries out the Labour Force Survey based on sampling. The SOTKAnet Indicators available by geographical area in Finland are based on the Employment Service Statistics of the Ministry of Employment and the Economy that draw on data in the client registers of employment and economic development offices:
- Unemployed people, as % of labour force (181)
- Long-term unemployed, as % of unemployed population (326)
- Unemployed young people, as % of labour force aged 18-24 (189).
